| 6 | REASON FOR DECISION: The application relates to a group of former farm buildings located at Town Farm, Micklow Lane, Loftus. The application is to convert the buildings into three dwellings with a new vehicular access at the north-eastern end of the site. The buildings are of stone construction with pantiled roofs and are worthy of retention. The site is in the Loftus Conservation Area and within the Limits to Development. Conversion to residential is therefore acceptable and their re-use and refurbishment would enhance the appearance of this part of the Conservation Area. The proposed alterations are considered to be in keeping with the character of the buildings. As with the previous applications the main concerns of local residents relate to the proposed access. The existing access is blind in an easterly direction. The proposed access is at a point which gives better visibility onto Micklow Lane. Whilst the access track is close to the rear of no. 14 Micklow Lane there is already an access route which extends to the rear of this property. As Members are aware matters of ownership are civil considerations and not planning issues. The situation has not altered since the application was approved in 1999. I would therefore recommend that the consent be renewed. |
| 7 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and ENV4 were relevant to this decision. |
