| 1 | The proposed development due to its size, design and location would represent an unduly obtrusive feature that would be detrimental to the appearance of this bungalow and the street scene as a whole. The proposal is therefore contrary to the aims of the Polices GEN1 and H10 of the Redcar and Cleveland Local Plan 1999. |
| 2 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and H10 were relevant to this decision. |
| 3 | REASON FOR DECISION: Permission is sought to extend 28 Churchill Road, Eston a semi detached bungalow located within an established residential area. It is considered that Policies GEN1, GEN2 and H10 of the Local Plan provide the basis for determining this proposal. These policies seek to achieve development that respects the character and appearance of the area; that respects local residential amenity and that does not compromise highway safety or the crime prevention aims of the Local Plan. The proposed roof alteration would appear as a flat roof addition reconfiguring the roof profile rather than sitting within existing roof slopes as tends to be the case for dormer extensions. The extension would destroy the appearance of the existing dwelling and be detrimental to the appearance of the street scene as a whole. The impact would be particularly marked as the dwelling is in a prominent corner position. With regard to local residential amenity; the application property is located on a corner plot. The distance from property to the north and east is such that no harm to the living conditions of the occupiers of that property is envisaged. The roof addition would be set inside the party boundary with the adjoining neighbour to the south; due to its location and design it would not adversely impact upon the living conditions of the neighbours to the south. The dwelling to the west 38 Exeter Road has a window in both the ground and first floor of its east facing flank wall. Should Members be minded to grant planning permission for the development it is recommended that the rear (west facing) window be obscure glazed to ensure the privacy of the occupiers of both properties. This application does not raise concerns regarding either highway safety or crime prevention. |
