| 9 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2, H4, T6, ENV1 and ENV4 were relevant to this decision. |
| 10 | REASON FOR DECISION: Permission is sought for a detached dwelling on land at The Lodge, Victoria Road, Saltburn. The land currently forms part of the rear garden of The Lodge and is within an established residential area and Saltburn Conservation Area. As such it is considered that Policies GEN1, GEN2, H4, T6, ENV1 and ENV4 provide the basis for determining this proposal. Where development is within a conservation area it should preserve or enhance the special architectural or historic character of that area. Any development achieve a satisfactory standard of design and layout; respect local residential amenity; should not compromise highway safety or the crime prevention aims of the Local Plan. Firstly, with regard to the impact upon Saltburn Conservation Area, its size, design and location are such that it has been judged to have a negligible impact upon the Conservation Area. The proposed dwelling would be sited in a position where there is unlikely to be material harm to the living conditions of adjoining occupiers subject to obscure glazing being secured where there may be opportunities for loss of privacy by way of overlooking. The proposed dwelling would share the existing gated access with existing dwelling at this site that is located on the south side of the site. The existing driveway would be extended eastwards and would be adjacent to the northern boundary of Woodside and for the most part runs adjacent to the drive and garage of that property. Bearing this in mind it is considered that the activity associated with one additional dwelling would not be so great as to warrant a recommendation for refusal. The relationship with other nearby property is such that no harm to local residential amenity is envisaged. With regard to highway safety provided the shared access achieves a width of at least 4.1 metres (9) no harm to highway safety is envisaged. This application does not raise concerns with regard to the crime prevention aims of the Local Plan. |
