9 REASON FOR DECISION: These premises allied to the buildings to the rear have over a number of years been used for a variety of uses including a vehicle maintenance garage, post office and most recently a car valeting and refinisher who occupied the premises for the last 13 years. The applicant has stated that this business will be a one man operation and that only motorbikes will be allowed on the premises for servicing and repair and that this will be personal to the operator. They would be willing to accept conditions to cover these issues. As previously stated this property has been used for some kind of retail or industrial use for a number of years. The building is relatively small and because of its location it is not commercially attractive to most potential users. Planning Committee need to be aware that a use needs to be found for this property otherwise it is likely to lead to disrepair and possible vandalism. The most appropriate alternative use if you were able to include the buildings to the rear would be for residential, however, the owner of the property does not want to consider that course of action at this present time and wants to attract a new tenant. I am of the opinion that this application allows the Planning Authority the opportunity to strictly control the operations of this site with the agreement of the operator. I appreciate the concerns of the objections in relation to this proposed use but I consider that the small scale operation that is proposed ie. one man operation, restricted hours etc and in a location where there is a relatively high background noise because of the volume of traffic passing would not have a significant impact of the living conditions of residents that live opposite in Yearby Road. I am not aware of any issues surrounding the previous use of car valeting which was vehicle based and employed a number of personnel. In the circumstances therefore I consider that this scheme, subject to conditions, is acceptable.
