| 4 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and H10 were relevant to this decision. |
| 5 | REASON FOR DECISION: Permission is sought for a rear conservatory at 6 Willow Close, Saltburn a semi detached dormer bungalow located on the periphery of an established residential area. It is considered that Policies GEN1, GEN2 and H10 of the Local Plan provide the basis for determining this proposal. These policies seek to achieve development that respects the character and appearance of the area; that respects local residential amenity and that does not compromise highway safety or the crime prevention aims of the Local Plan. The proposed conservatory would be located at the rear of the dwelling and would not impact upon the general appearance of the street scene. The plot is of sufficient size to accommodate the conservatory without detriment. With regard to local residential amenity, 6 Willow Close is the eastern half of a pair of semi detached dormer bungalows located on the south side of this residential cul-de-sac. The proposed conservatory would be set in from the party boundary with 4 Willow Close by approximately 0.5 metres and the wall parallel with that boundary would be approximately 2.4 metres in depth; the conservatory would then be splayed away from the boundary reaching approximately 5 metres in depth. The proposed design therefore meets the aims of the Local Plan policy and no harm to the living conditions of the occupiers of 4 Willow Close is envisaged. The conservatory would be set in by approximately 2.3 metres from the common boundary with 8 Willow Close. That property has a single storey extension at the rear that has a window within its side (east) elevation. The existing fence between the two properties reaches the height of the top opener. Given the juxtaposition of the two dwellings it is considered that the impact upon the living conditions of the occupiers of 8 Willow Close is not sufficient to warrant a recommendation for refusal. The proposal would not therefore harm local residential amenity. This application does not raise concerns regarding either highway safety or the crime prevention aims of the Local Plan. |
