6 REASON FOR DECISION:The buildings that form this proposal are an important group of building in historical and architectural terms. They consist of a traditional famstead with farmhouse and extensive ranges of farm buildings developed over a 200 year period and arranged around a series of small open spaces. Although the historic farmstead buildings are not statutory listed, they are nevertheless of interest owing to the low “survival rate” of pre – 1850 buildings which demonstrate the social and economic history and development of the local community. Modern farming methods and the use of large farm machinery have made these buildings unusable for farming and consequently have been left empty for a considerable period. In light of this and the need to ensure their survival an acceptable alternative use needs to be found for the buildings. Members will be aware that part of these buildings have been granted consent for conversion to two dwellings earlier this year. That scheme was sympathetically designed to utilise existing openings, using appropriate materials. At that time the issue of access was considered and a revised detail was submitted in conjunction with advice from Technical Services Division which brought the existing access up to an acceptable standard requiring the minimum sight lines and the ability to enter and leave the site in a forward gear. The application now to be considered involves the remaining farm buildings in this group to the rear of the site which are to be converted in the same manner using the same upgraded access. It is consider that these buildings are worthy of retention and their conversion to a residential use although outside the Limits to Development is acceptable in order to be able to retain these buildings for the future. I do not consider that the improved access will be detrimental to road safety and that this proposal is wholly satisfactory in design terms.
