| 18 | REASON FOR DECISION:Kilton Mill is a grade II listed mid-18th century watermill on the site of a similar 14th century mill located alongside the main A174 Middlesbrough to Whitby road, at the bottom of Loftus Bank. It is one of only two substantially complete watermills in the broader Cleveland area, the other being Tocketts Mill near Guisborough. The mill has been in slow decline for over 50 years and is now very dilapidated. The narrow 3-storey wheelhouse extension added to the east gable-end in the mid-19th century is structurally defective and needs to be dismantled. A feasibility study for the restoration of mill and its development as a visitor centre was prepared in 1993 for Loftus Development Trust. Since that time it has proved impossible to raise the necessary funds for either the restoration work or for the revenue cost of operating such an attraction. There is limited usable space inside the mill since most of the mid-19th century mill machinery and the undershot wheel survive. This constrains the viability of any future use of the building. The current proposals for the conversion of the mill to a single dwelling include the retention and conservation of most of the mill machinery. The only losses are to be a raised walkway and minor items on the second-floor of the later wheelhouse extension which is to be reduced down to a single-storey wing over the mill wheel. The limited space available for conversion to usable residential use, is to be compensated for by the erection of a 3-storey rear extension. It is intended that this will be constructed of matching materials and will be in appropriate proportion and scale to be in keeping with the character of the mill and its setting. The concerns and objections raised by the various bodies consulted, relate to the impact of the conversion on the mill building itself and to the proposed rear extension and not to the detached garage. Most of the matters raised by the bodies have been addressed by amendments to the original proposals drawings, as follows: - * The reduced and open-sided wheelhouse is now to be a gabled structure instead of a lean-to structure and is to have timber screens instead of being open-sided. * Very little machinery will now be lost. * The submission of full details for the conservation and treatment of the machinery and other historic features can be required by conditions attached to any permission/consent. It is considers that, subject to appropriate conditions requiring the separate approval of detailed matters, the proposals now meet the requirements and expectations of the Council's conservation policies contained in the Local Plan. The development will also complement the recent approval given for the residential conversion of the adjacent, unlisted range of farm outbuildings, formerly the Kilton Arms public house and for the development of a terrace of four cottages in the former pub car park. |
