| 1 | (1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990. |
| 2 | (2) The external elevations of the extension shall be constructed in materials to match those of the existing building. REASON: In the interests of the appearance of the development in the locality. |
| 3 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and H10 were relevant to this decision. |
| 4 | REASON FOR DECISION: Permission is sought to extend 21 South Park Avenue, a semi-detached dwelling located within a well established residential area. As such it is considered policies GEN1, GEN2 and H10 provide the basis for the determination of this proposal. These policies seek to achieve development that respects the character and appearance of the area, that respects residential amenity and does not compromise highway safety or crime prevention aims of the Local Plan. The proposed rear extension would be of a sympathetic design with a mono pitched roof. The design does not give concern for this proposal. With regard to residential amenity: the proposed extension would be sited away from the party boundary with number 19 South Park Avenue. The length of the proposed rear extension would not materially harm the living conditions of the occupier of number 23 South Park Avenue or cause an unacceptable loss of light or overshadowing as there are two drive widths between the extension and the neighbouring property. As members will be aware issues relating to property value are not planning considerations. The application does not give cause for concern with regard to the crime prevention aims of the Local Plan. |
