| 3 | REASON FOR DECISION:In 1997 approval was granted for two mobile units at the rear of the Police Station at Guisborough (Plan no: R/97/0790/FF). This consent was for a temporary period of five years. Since the 1997 application, residential development has taken place to the rear and the former Police Station has been converted into residential. The current application is for the retention of the single unit to the rear of the existing Police Station. The unit is used for male lockers and therefore mainly used at the time of shift changes. Some of the concerns relate to a second unit which was positioned during the fire strike as an emergency measure but this unit has now been removed. With respect to overlooking and loss of privacy there is a wooden fence along the boundary with the former Police Station and a palisade fence along the rear of the site. The unit is approximately 30 metres away from the residential properties to the rear with the rear of the site being used for parking. Given that the unit is single storey and the relationship with adjoining properties, I do not consider that there is such an impact as to justify refusing to review the consent. Furthermore, the use of the unit should not result in excessive disturbance to adjoining residents, particularly in view of the fact that it is adjacent to the car parking area. Accordingly I would recommend that the application be approved. |
