# Condition Details
1 (1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
2 NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and H10 were relevant to this decision.
3 REASON FOR DECISION: Permission is sought to extend 11 Epsom Road, Redcar a semi detached two storey dwelling located within an established residential area. It is considered that Policies GEN1, GEN2 and H10 of the Local Plan provide the basis for determining this proposal. These policies seek to achieve development that respects the character and appearance of the area; that respects local residential amenity and that does not compromise highway safety of the crime prevention aims of the Local Plan. The proposed development is simply designed and would complement the appearance of the existing dwelling. Current policy design guidance as expressed in Appendix 10 of the Local Plan advises that side extensions on corner plots should not normally reduce the distance from the building to the back edge of the pavement to less than 4 metres in the case of a two storey extension. In this case as a result of the proposed two storey side extension the distance between the building and the pavement would be reduced to approximately 1.5 metres. In this case beyond the footpath is a wide verge. The impact of the development upon the corner would therefore be reduced and it is not considered it would be materially harmful to either the character or appearance of the locality. With regard to local residential amenity; the proposed development would be restricted to the south side of the property with the approximately 1.2 metre single storey forward addition being set in from the party boundary by approximately 2.5 metres. At first floor it would be no closer to the properties at the front or rear than the existing dwelling. The distance from neighbouring dwellings is such that it is considered that there will be no material harm to the living conditions of neighbouring residential occupiers. The existing access and drive would be available at the property together with a new garage. Highway safety would not therefore be compromised. The application does not raise concerns with regard to crime prevention.
