| 12 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and ENV4 were relevant to this decision. |
| 13 | REASON FOR DECISION: The existing dwelling consists of a tiny single-storey brick and pantile cottage built in the mid-to-late 18th century with a flat-roofed single-storey extension added in the mid-20th century. The whole of the exterior is now rendered and painted. One historic (12) horizontally-sliding sash window survives in the front elevation. The existing extension contrasts unfavourably with the historic character of the cottage and its setting within the conservation area. The proposed development is as follows: - ? Raise the original cottage and its extension to two-storeys to match the adjoining cottage at No 5 Yearby Road, but with traditional wood windows and a clay pantiled (now concrete tiled) roof. Land is to be acquired at the back to provide some additional open space and to allow the side and rear of the building to be 'squared off.' ? Remove the render from the existing building and leave this and the new brickwork exposed. ? Replace the existing stone boundary wall with a brick wall to match the local historic brick colour and texture. The proposed removal of the existing extension will serve to enhance the character of the conservation area, while the extension promises to respect it. Regarding the objections to the development, the applicant has agreed to install obscure glazing in the first-floor bedroom window in the west-facing gable-end. However, in view of the relationship between the proposed development and the existing adjacent dwelling, I am not convinced that it will have the effects claimed by the objector. The bedroom window in the gable end is sufficiently offset from the upper-floor window in the adjacent dwelling to cause no invasion of privacy. The part of the first-floor extension objected to is approximated 3.5m long and is set well back from the street frontage. It is considered on balance that there are insufficient reasons to justify a recommendation to refuse planning permission for the proposed development. |
