| 5 | (5) Prior to the commencement of use of the development a Community Use agreement shall be submitted and approved in writing by the Local Planning Authority. The plan shall include details of pricing policy, hours of use, management and maintenance and which facilities are to be accessible by the public. The plan shall then be implemented upon commencement of use of the facility. REASON: To ensure that community use of the site is maintained. |
| 6 | (6) The detailed design of all sports facilities shall accord with Sport England Technical Design Guidance. REASON: To ensure a satisfactory form of development. |
| 7 | NOTE: Redcar and Cleveland Local Plan Policies GEN1 and GEN2 were relevant to this decision. |
| 8 | REASON FOR DECISION: The principle consideration in respect of this proposal is the impact this scheme may have on the amenity of occupiers of residential occupiers opposite the site through noise and on-street parking issues. Following discussions with the applicant after concerns were raised about the proximity of the buildings fronting onto Cotswold Drive a revised siting was agreed which takes the front of the proposed building over 55m from the front of the nearest house on Cotswold Drive which is considered acceptable in overcoming any issue of noise emanating from the building and reduces the visual impact considerably. This project does not include any additional parking other than 2 disabled parking bays located adjacent to the caretakers bungalow. The school have confirmed that only curriculum activities will be carried out in this building during school hours and community use will be outside those school hours and during weekends when the school car park will be available for use. This therefore will not make the parking situation any worse than at present. In the circumstances therefore I consider that the benefits of the proposal both in education and community terms particularly following the amended location lead me to conclude that the proposal is acceptable, however the suggestions in respect of no new pedestrian access by the Technical Services Division should be included in any conditions. |
