| 3 | REASON FOR DECISION: Permission is sought for alterations to a loft conversion granted consent under reference R/2003/0155/FF at 21 Morton Carr Lane, Nunthorpe. For consideration at this time is an additional flat roof dormer window within the rear roof slope and a flat roof instead of a pitched roof on the originally approved dormer. It is considered that Policies GEN1, GEN2 and H10 of the Local Plan provide the basis for determining this proposal. These policies seek to achieve development that respects the character and appearance of the area; that respects local residential amenity and that does not compromise highway safety or the crime prevention aims of the Local Plan. The addition of a flat roof dormer and the substitution of a pitched roof dormer for a flat roof dormer within the rear roof slope would not compromise either the appearance of the dwelling or the area as a whole. With regard to local residential amenity the dormer windows due to their location and the distance and juxaposition with neighbouring property would not result in harm to local residential amenity. Loss of privacy by way of overlooking is a concern raised by the occupier of a detached house to the rear of 20 Cortland Road. That property is angled such that the rear of the property faces south west and does not constitute a direct back to back relationship. The distance between the properties exceeds 21 metres, the normal minimum separation distance required between the backs of dwellings. It would therefore be difficult to justify a refusal on local residential amenity grounds. The application does not raise issues concerning either highway safety or crime prevention. The dormer windows have already been constructed. |
