8 NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and H3 were relevant to this decision.
9 REASON FOR DECISION: As members are aware Planning Committee have considered this scheme previously but in a different form. The original scheme which itself was revised to 20 self contained flats and associated works was refused on the basis that its scale, massing and design would have an adverse effect on the character of the area and the amenity of adjacent occupiers. That application is now subject of an appeal to the Planning Inspectorate. As part of those deliberations the Committee considered that the scheme should be based on flat development already existing on the estate by the creation of blocks of four flats in a semi-detached style development. The applicant states he has submitted this new application on that basis. For clarity I have attached a copy of the letter which has been submitted by the majority of the objectors (Appendix 1) and the letter in response from the architects for the project (Appendix 2). The site is within a residential area within the limits to development as defined in the Redcar and Cleveland Local Plan and is considered to be previously developed land. The scale of the development which is the subject of this application consists of four two storey blocks in basically the same location as the previous schemes creating a courtyard configuration. The scheme will consist of two bedroom flats at ground and two bedroom flats at first floor. The access to the site will be off the existing entrance to the public house car park and be brought up to an adoptable standard with street lighting and public footpath. The design of the scheme allows for acceptable separation distances required to overcome privacy and overlooking issues to the surrounding properties. In planning terms I consider that the scheme, within the limits to development, being a brownfield site is acceptable. The design of the proposal on the main road frontage close to the public house would not warrant refusal of planning permission given that its height is not exceptionally different to existing dwellings in the vicinity. The location of low rise flats within a modern housing development is acceptable and affords the opportunity of a variety of housing types being offered in the area.
