| 1 | (1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990. |
| 2 | (2) The proposed 'granny flat' shall at all times remain ancillary to the use of the dwelling as a single family dwellinghouse and shall not be used as a wholly separate unit of accommodation. REASON: In the interests of amenity. |
| 3 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2, H10 & LD1were relevant to this decision. |
| 4 | REASON FOR DECISION: Permission is sought to extend a residential bungalow at 1 Harlech Grove, New Marske. The site is located within an established residential area and as such it is considered that Policies GEN1, GEN2, H10 and LD1 provide the basis for determining the proposal. Where development is within the limits of development it should respect the character and appearance of the area; respect local residential amenity and not compromise highway safety or the crime prevention aims of the Local Plan. The proposed development is of a simple design that would complement the appearance of the existing bungalow. Due to the design, scale and location no harm to the character or appearance of the area is envisaged. A condition requiring the ‘granny flat’ to remain ancillary to the main dwelling is suggested. With regard to local residential amenity due to the relationship of the extensions with the surrounding property, no harm to the living conditions of nearby residential occupiers is envisaged. The activity associated with the use of the ‘granny flat’ accommodation would be unlikely to be so great as to result in material harm to the living conditions of nearby residential occupiers. Adequate drainage of the development is a matter that would be dealt with through the Building Regulations. The application proposes the use of the existing access. Adequate space would remain for vehicle parking. No objections are therefore raised on highway safety grounds. This application does not raise concerns regarding the crime prevention aims of the Local Plan. |
