| 1 | (1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990. |
| 2 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and H10 were relevant to this decision. |
| 3 | REASON FOR DECISION: Permission is sought to erect a garage at 42B Church Lane, Eston, a bungalow located within a well-established residential area. As such it is considered policies GEN1, GEN2 and H10 provide the basis for the determination of this proposal. These policies seek to achieve development that respects the character and appearance of the area that respects residential amenity and does not compromise highway safety or crime prevention aims of the Local Plan. The superseded plan, which incorporates a hipped roof design at the rear, helps to minimise the impact upon the neighbouring properties. The design does not give cause for concern for this proposal. With regard to residential amenity: the rear wall of the proposed garage is over 13 metres from the rear of the property and Westminster Close. The topography of the site also helps to minimise the impact of the garage as 42B Church Lane is significantly lower and this would help to screen the garage. The proposed hipped roof would also help to minimise any concerns relating to overshadowing of the neighbouring properties. As members will be aware issues relating to access for maintenance are not planning considerations. The application does not give cause for concern with regard to the crime prevention aims of the Local Plan. |
