| 1 | (1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990. |
| 2 | (2) Details of the boundary treatment including landscaping shall be submitted to and agreed in writing by the Local Planning Authority before the development is first carried out. REASON: In the interests of the amenity of the area. |
| 3 | NOTE: Redcar and Cleveland Local Plan Policies GEN1 & GEN2 were relevant to this decision. |
| 4 | REASON FOR DECISION: Members will be aware that the former motor cycle retailer located next to Redcar Central Station has been turned into a frozen food outlet. Customer car parking is provided to the rear of the premises right up to the gable end of 34 Westbourne Grove which is an empty property in a poor state of repair. Part of the gable wall siding onto the car park has collapsed leaving it in an extremely dangerous condition resulting in part of the car park being cordoned off for safety reasons. The owners of Farm Foods have purchased this property and consider that the building is beyond repair and require to demolish, making good the gable end to the next door house and at the same time increasing their capacity of the car park. Provision will be made for boundary treatment. The demolition of one dwelling house does not require planning permission in its own right however, the increase in the car park and the provision of new walls and fences subject to their height will and therefore the demolition can be considered in light of that work. I appreciate the concerns of the objectors to the upheaval such works will cause however these are an unavoidable consequence of development work but are for a short term only. The applicant will have legal obligations in relation to the work being carried out 33 Westbourne Grove and no doubt the objectors legal representative who has corresponded with the Council will be able to control those issues. The extension of the car park will not make the situation any different to that already exists which has been operating for a considerable number of years without as far as I am aware any adverse issue. In the circumstances therefore I consider the proposal acceptable and subject to the submission of boundary treatment details recommend approval. |
