1 (1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
2 NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and ENV38 were relevant to this decision.
3 REASON FOR DECISION: The existing coastal defences fronting Skinningrove are in urgent need of reconstruction to provide sustainable coastal defences for the village. The defences compromise rock revetment training works to the mouth of Skinningrove Beck where it discharges onto Skinningrove Beach. The rock revetment prevents waves overtopping onto Marine Terrace and flooding the village. The revetment also trains the beck and prevents scour damage to Marine Terrace which would exacerbate any wave damage. The existing rock revetment has suffered significant damage due to severe undermining of the toe by scour. It is proposed that the existing revetment rock be recycled and used to construct new training works with a wider and deeper profile. In order to accommodate the 1 in 100 year beck flow and the resultant large waves that could reach the frontage, due to the deep scour channel in the beach, it is proposed that the beck training works to be widened from 12m to 21m. This will accommodate flow through all three spans of Beach Road Bridge upstream of the training work. Part of the works will also compromise the construction of a 26m long rock spur in the area of the car park, forming the western terminus of the training works, to stop wave attack encroaching up the beck. In addition there will be bank stabilisation works upstream of Beach Road Bridge. The scheme will probably be constructed in a sequence by which the northern bank of the new beck training works is constructed first. This will involve the removal of the existing armour stone on the northern bank to a local stockpile and the excavation of the new wider beck channel to the proposed profile. Additional stone will be brought to the site either by road or by sea depending on economics, availability of suitable material and local environment and traffic constraints. In addition to the re-used existing rock approximately 2600m3 of 0.6 tonne (M50) armour stone and 800m2 of 4.8 tonne (M50) are required. If brought in by sea the new stone will be delivered to the site by barge at high tide and unloaded to a stockpile at low tide. Following this work will start on the car park spur. The southern bank of the beck training works will then be commenced starting at the mouth of the beck. Work will move progressively upstream removing the existing armour, re-profiling the slopes and constructing the revetment slopes. The toe level of the new revetment is above the MHWN level therefore the works can be carried out during the tidal cycle. Any excess material will be used to raise and level the area immediately adjacent to the northern bank. In respect of the points raised by local residents any repairs to the sea wall and improvements to the boat park etc are not part of this scheme. Whilst the provision of slipway access is also not part of the scheme this may be considered at sometime in the future. The proposed works are essential to the continued protection of the village from flooding. Accordingly it is considered that the works will be beneficial to the amenities of local residents. I would therefore recommend that the application be approved.
