| 4 | REASON FOR DECISION:The school has applied for Specialist Sports College Status and the provision of this synthetic turf (STP) is associated with that. The pitch is primarily designed for hockey although it will be able to be used for other sports. The principle consideration with regard to this project is the likely impact its use may have on residential occupiers on the boundary to the site. The location of the pitch is to the rear of the school on the eastern side alongside the sports hall and will be modelled into the 3m high landscape mound that surrounds two thirds of the buildings. The approximate distances from the edge of the pitch to the backs of the residential properties that bound the site are:- To Warwick Road 160m To Ludlow Crescent 130m To Saltscar 178m It is a condition of the funding providers that this facility is made available to the community out of school hours, however the school will agree to the floodlights being turned off no later than 2100. The Council through its Policy L5 in the Local Plan encourages community use of sport and recreation facilities and the dual use of school sports halls and playing fields is presently underused. Access and car parking will be made available off Redcar lane within the school grounds and therefore the coming and goings of users will be controlled within the site. The siting of the pitch close to the main school building which will be partially shielded by the landscape mound is the most appropriate location to minimise any disturbance with residential occupiers on the boundary with the nearest resident being approximately 130m district. The lighting has been designed to minimise light spoilage outside the boundaries of the pitch and are inward facing and cowled. I am of the opinion that the proposal because of these distances will not impact on the living conditions of residential occupiers to a level that would warrant refusing the application. Although Sport England have objected to the scheme they are in principle supportive of the scheme but are concerned with the level of changing accommodation and its quality and adequacy in relation to community use. Education Department has discussed this situation with Sport England and have suggested that a changing pavilion could be built alongside the pitch to satisfy the requirements of Sport England. The school is willing to put a capital sum towards this assuming it is successful with its application for Specialist Sports College and further funding regimes will then be activated. As here is no guarantee in relation to funding Sport England will maintain their objection however, Education state that in the unlikely event that further funding is not available the STP will still work for the school and community but at a reduced level. If the Committee are mindful to approved this application because of the objection raised by Sport England the scheme will have to be referred to Government Office in accordance with the Town and Country Planning (Playing Fields) (England) Direction 1998. I am of the opinion that this proposal will not impact adversely on the living conditions of adjacent neighbours and that the benefits accrued by this development for the school and the community outweigh the objections put forward by Sport England in respect of the loss of playing field. |
