| 5 | REASON FOR DECISION: Permission is sought to extend a building at the Prior Pursglove Sixth Form College site. The building is within Guisborough Conservation. It is considered that Policies GEN1, GEN2, ENV1, ENV4 and T6 provide the basis for the determination of this proposal. These policies seek to achieve development that would not harm the character and appearance of the conservation area; that respects local residential amenity and that does not compromise highway safety or the crime prevention aims of the Local Plan. The proposed extension is a simple addition to a very simple flat roof building. It would not be harmful to the character and appearance of Guisborough Conservation Area. With regard to local residential amenity; the submitted plans indicate high level windows at both ground floor and first floor on the western elevation and as such no loss of privacy by way of overlooking is envisaged. The activities in and around the building are unlikely to materially alter as a result of this proposal and as such the extension would be unlikely to prejudice the living conditions of nearby residential occupiers. The application indicates there will be no increase in staff as a result of this proposal. An additional seminar would not in itself attract additional people to the college and as such it is considered there would be no marked change to the existing parking requirements. No harm to highway safety is envisaged. It is noted that the objector advises the existing fire escape attracts vandals and drug users. This is a matter for the college authorities to resolve. The extension would not of itself compromise aims of the Local Plan with regard to crime prevention. |
