| 5 | REASON FOR DECISION: The proposal is to install floodlights to one of the existing pitches at Guisborough Rugby Club. At present there are four floodlight poles at the eastern end of the pitch but these are old and do not conform with current standards. The proposal is to install six new lights which would meet current requirements. The new columns were originally to be 15 metres high but have now been reduced in height to 12 metres and will be cowled to reduce lighting spillage. The lights will be used for training purposes and training currently takes place between 5.00 pm and 9.30 pm (4). The main issue with the proposal is the possible impact on adjoining residential properties. The properties to the south (Eridge Road / Middleton Drive, Rockwood Close and Eglington Avenue) are well screened by the existing embankment and the associated vegetation. Furthermore, the properties at the ends of the cul-de-sacs are orientated so that gable walls are adjacent to the embankment. The existing clubhouse is between the pitch and some of the properties on Belmangate. Furthermore, there are already existing floodlights at this end of the pitch. The nearest properties on Belmangate are over 60 metres from the proposed floodlights. Given that the lights will be cowled and that they illuminate an existing pitch which already has some lighting, I do not consider that the scheme will have such an adverse effect on adjacent residential properties which would justify refusal of the application. Accordingly I recommend that the application be approved. |
