| 1 | (1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990. |
| 2 | (2) This permission relates only to the amended plan(s) received by the Local Planning Authority on 18 May 2004. REASON: For the avoidance of doubt. |
| 3 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and H10 were relevant to this decision. |
| 4 | REASON FOR DECISION: Permission is sought for single and two storey extensions at 11 Mersey Road, Redcar, a two storey semi-detached dwelling located on the fringes of an established residential area. It is considered that Policies GEN1, GEN2 and H10 of the Local Plan provide the basis for determining this proposal. These policies seek to achieve development that respects the character and appearance of the area; that respects local residential amenity and that does not compromise highway safety or the crime prevention aims of the Local Plan. The proposed development would be set well back (3) from the front elevation of the property and is simply designed with the ridge height below (approximately 1.3 metres) the existing ridge height. No harm to the character or appearance of the area is envisaged. With regard to local residential amenity the proposed additions would be restricted to the side/rear of the dwelling. 9 Mersey Road is the northern half of this pair of semi-detached dwellings. The proposed conservatory would be restricted to no more than approximately 2.4 metres where it lies adjacent to the party boundary. The two storey rear extension would be some 3.3 metres from the party boundary. Given this distance it is considered that there will be no material harm to the living conditions of the occupiers of that property. The single storey garage addition and two storey extension would be adjacent to the southern boundary with 13 Mersey Road. 13 Mersey Road is a handed version of 11 Mersey Road with a rear extension; kitchen windows face the northern boundary with 11 Mersey Road. The single storey extension together with the two storey element would be some 2.8 metres from the side elevation of 13 Mersey Road. Given the siting and location of the proposal it is considered that the impacts upon the living conditions of the occupiers of 13 Mersey Road would not be so great as to warrant a recommendation that planning permission be refused. There is an open field to the rear and the additions are no closer to properties to the front. No harm to the living conditions of other nearby neighbours is therefore envisaged. Sufficient vehicle hardstanding with the proposed new garage, provides adequate vehicle parking at the property. No harm to highway safety is therefore envisaged. The application does not raise concerns regarding the crime prevention aims of the Local Plan. |
