# Condition Details
(1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
(2) Details of the proposed car parking arrangements shall be submitted to and agreed in writing with Local Planning Authority and thereafter implemented in accordance with the agreed scheme. No parking shall take place along the Guisborough Road frontage. REASON: In the interests of highway safety and the amenity of the area.
(3) Details of materials to be used on the external elevations of the development shall be submitted to and agreed in writing by the Local Planning Authority prior to the development being commenced. REASON: To ensure the use of satisfactory materials.
(4) The prior approval of the Local Planning Authority shall be obtained for the installation of any signs on the premises. REASON: In the interests of the amenities of the area.
(5) Construction work on the site shall only take place between 08.00 and 18.00 hours (Monday to Friday) and 08.00 to 13.00 hours (Saturday) no work shall take place on Sundays or Bank Holidays. REASON: In the interests of the amentities of nearby residents.
Informative Note: The application site is on/close to land that has been identified as having a history of potential contamination. It is not considered that the development proposed will give rise to 'significant risk' to health or pollution of controlled waters. It is recommended, however, that the attention of the applicant be drawn to the risk of contaminants in, on or under the site.
NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 & LD1 were relevant to this decision.
REASON FOR DECISION: The application relates to the conversion and extension of outbuildings at Stonecroft, Guisborough Road, Saltburn to provide bed and breakfast accommodation. The existing single storey outbuilding would be converted into four bedrooms and a store. In addition a single storey dining room extension would be built along the Guisborough Road frontage to fully enclose the courtyard. The proposed dining room and bedrooms would open on to the courtyard with two rooflights being installed on the Guisborough Road frontage. An existing doorway on this frontage would also be stoned up. The proposed extension would be single storey and essentially only the new roof would be visible above the existing boundary wall. Therefore it is considered that the development will not have an adverse effect on the visual amenities of nearby residential properties or the street scene. Concern has been expressed by local residents regarding the proposed use. In 2001 an application was approved to convert the two storey barn into two self contained flats (for use by family members) and three additional bedrooms. (Plan no: R/2001/617/FF) The current proposal is for bed and breakfast accommodation. However given that the application site is within the limits to development and the Council’s policy of seeking to promote Saltburn as a tourist resort, I consider it would be difficult to justify refusal on the grounds that the proposal is essentially for a commercial operation. The proposal to reuse part of the building would also help safeguard the future of the building. There is adequate space at the rear of the building to accommodation any additional parking. I would therefore recommend that the application be approved.
