| 6 | REASON FOR DECISION: The new unit will be used as a day centre for older people with dementia and will replace the existing service provided from Guisborough Hospital with a new purpose – built building. The scheme is a partnership between Social Services and Langbaurgh Prmary Care Trust. Given that the existing facility is in Guisborough and that the catchment area for the unit is East Cleveland the unit needs to be located in Guisborough. The centre would provide services for up to 15 people. People using the centre would be transported by minibus each day (two trips at approximately 10.00 am and the return trips around 3.00 pm). The minibus would remain in the car park during the day and the car park area would also provide parking for staff. (Three spaces and a disabled space). The unit would also have a corridor link to Luke Senior House to allow these residents to use the centre as appropriate. Initially the centre would only be used during the day but in the longer term may be used at weekends and evenings when access would be via the corridor to Luke Senior. The main issues with respect to this proposal are the impact on adjoining residents and highway considerations. The proposed extension will be positioned on the western side of the site, the closest properties being the bungalows on Upper Garth Gardens. The extension will be set in at least six metres from the existing boundary fence which would be retained. The nearest properties will be over 15 metres from the side wall which has no windows overlooking existing properties. Furthermore, the unit has been designed with a shallow pitch roof to further minimise the effect on Upper Garth Gardens. Whist the extension will be visible from adjoining properties I do not consider that the impact is such that would justify refusal of the application. With regard to highway issues, given that the users of the centre will be transported by minibus, the number of extra trips associated with the proposed development will not be significant. Furthermore, provision will be made within the site for staff parking and a turning area for vehicles. Accordingly there are no material reasons to refuse the application on highway grounds. I would therefore recommend that the application be approved. |
