| 1 | (1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990. |
| 2 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and H10 were relevant to this decision. |
| 3 | REASON FOR DECISION: Permission is sought to erect both a front porch and two storey rear extension at 35 Fernwood, Redcar a detached two storey dwelling located within an established residential area. It is considered that Policies GEN1, GEN2 and H10 of the Local Plan provide the basis for the determination of this proposal. These policies seek to achieve development that respects the character and appearance of the area; that respects local residential amenity and that does not compromise highway safety or the crime prevention aims of the Local Plan. Within Fernwood householders have erected a variety of front porches. The size and design of the proposed porch at 35 Fernwood would not harm either the character or appearance of the area. The two storey rear extension would reflect the simple lines of the existing building; it would be visible across the open field to the north but would not be detrimental to either the character or appearance of the area. With regard to residential amenity, there are detached residential properties to the south, east and west of the application property. The properties to the south will be unaffected by both the porch and the two storey side extension. The modest porch would not have a detrimental impact upon either of the two neighbouring dwellings. The detached dwelling to the east of the application property (37 Fernwood) is set approximately 3 metres further rearwards (north) and approximately 2 metres east of the application property. There are no windows in the western flank that would be affected by the proposed rear extension and as such it is considered that no material harm to the living conditions of the occupiers of that property are envisaged. The detached dwelling to the west (33 Fernwood) is level with the application property. There is a minimum of a two metre separation between the two properties. Given the juxtaposition of these two dwellings it is considered that a two storey extension at 3.8 metres in depth would not prove materially harmful to the living conditions of the occupiers of 33 Fernwood. The proposal does not raise issues with regard to highway safety or the crime prevention aims of the Local Plan. |
