| 2 | REASON FOR DECISION: This application has been submitted following complaints from neighbours, the owner of the property was unaware he needed planning permission to alter the roof of this free standing garage. The detached garage which is in the rear garden of this semi-detached house is in a residential location with high hedges to the boundaries. The applicant is a keen model maker (boats and aeroplanes) and uses his garage as his hobby workshop. He required to raise the head height by introducing a pitched roof to increase his working area and create better storage space. Roof lights have been introduced into the inside roof slope to provide additional natural light. The garage height has increased from a flat roof of approximately 2.4m to a pitched apex roof of 3.6m at the ridge, the roof has been covered in a dark mineral felt. Planning permission is required for this work because of previous extensions being erected which takes the cumulative volume to more than 70 cu.m. In visual terms when viewing this proposal at ground level from other properties only the roof structure is visible because of the high boundary fences and hedges and as such does not adversely impact on the living conditions of neighbours that would warrant refusal of planning permission particularly as this scheme could have been carried out as ‘permitted development’ if the house extension had not been carried out. Discussions have taken place with the applicant to establish if any further alterations could be achieved to reduce the impact of the dark roof covering by the use of roofing tiles but it is considered that this would lead to a further height increase and would not improve the visual appearance. In the circumstances therefore I consider the scheme acceptable and recommend planning permission be granted. |
