# Condition Details
(1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
(2) Full details with regard to the design, materials and method of opening of all windows and roof lights shall be submitted to and approved in writing by the local planning authority prior to the commencement of the development. REASON: To safeguard the special character of the listed building.
NOTE: Redcar and Cleveland Local Plan Policies ENV10 were relevant to this decision.
REASON FOR DECISION: The proposal is for the conversion of the former Skelton nursery school into two flats and the refurbishment of the schoolmaster’s house as a single dwelling. As originally proposed access to the development would have been from Lawns Gill, a modern cul-de-sac to the south of the application site. This aspect of the application has now been amended to give access, both vehicular and pedestrian, solely from Green Road, along the route of the original access to the school. The former school and schoolmaster’s house are listed grade II and lie within the Skelton Conservation Area. The house is vacant, but the school has been used for a number of community purposes, although at the time of submission of the application the use had been curtailed for safety reasons following the collapse of an area of plaster ceiling. The building has been deteriorating for a number of years as the existing partial uses are uneconomic. Finding a new use for historic buildings is often the key to securing their future as PPG15 acknowledges. The proposed conversion with horizontal division between the units allows for the retention of the queen post trusses with their curved braces within the first floor flat. The creation of this flat has necessitated the introduction of roof lights on both the front and rear elevations, but these have been designed to reflect the traditional form of lights found in many Victorian educational buildings. It is considered that the proposals serve to secure the retention of an important listed building in the Skelton conservation area and to preserve its special character in accordance with the policies of the Local Plan and Planning Policy Guidance Note 15.
