6 NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2, ENV1, ENV4 & ENV10 were relevant to this decision.
7 REASON FOR DECISION:The proposal is for the conversion of the former Skelton nursery school into two flats and the refurbishment of the schoolmaster’s house as a single dwelling. As originally proposed access to the development would have been from Lawns Gill, a modern cul-de-sac to the south of the application site. This aspect of the application has now been amended to give access, both vehicular and pedestrian, solely from Green Road, along the route of the original access to the school. The former school and schoolmaster’s house are listed grade II and lie within the Skelton Conservation Area. The house is vacant, but the school has been used for a number of community purposes, although at the time of submission of the application the use had been curtailed for safety reasons following the collapse of an area of plaster ceiling. The building has been deteriorating for a number of years as the existing partial uses are uneconomic. Finding a new use for historic buildings is often the key to securing their future as PPG15 acknowledges. The proposed conversion with horizontal division between the units allows for the retention of the queen post trusses with their curved braces, an important internal feature of the listed building, within the first floor flat. The creation of this flat has necessitated the introduction of rooflights on both the front and rear elevations, but in the front elevation these have been designed to reflect the traditional form of lights found in many Victorian educational buildings. One objection has been raised to the proposed rooflights, but the majority of objections relate to the originally proposed access from Lawns Gill. In the light of these objections the applicant has amended the proposals to gain access solely from Green Road, as suggested by the residents of Lawns Gill. This will also serve to reduce opportunities for crime.
