| 5 | REASON FOR DECISION: Leachate from the landfill operations is drained by gravity to collection sumps; pumped to the storage tank and then removed from the site by tanker. In the last year approximately 100 tanker visits took place. Leachate treatment will continue to be required once landfill operations cease. The proposal is that leachate will be pumped to the storage tank and then fed into the aeration tank to remove noxious odours and remove dissolved methane. The aeration tanks are covered. The waste will then be pumped to the Tocketts Bridge Pumping Station by underground pipeline. The main issue with this proposal is to ensure that there are no adverse off-site effects. The plant would be painted green and screened by the existing site bund which minimises the visual impact. The scheme will reduce the number of vehicle movements by removing the requirement for tankers to visit the site which would be beneficial in highway terms. The only potential noise source from the plant is that of the blower. A noise assessment concludes that the blower will not increase overall background noise levels. Sewage and leachate have the potential to generate odours. The storage tank and aeration tanks are covered to reduce the potential risk. The treatment plant will be monitored on a regular basis. Automatic cut-out valves will be installed to stop flows if the Northumbrian Water pumping tanks become too full. If breakdowns are longer than 24 hours then the tanks will be emptied and flushed with clean water. In respect of the neighbours concern regarding the capacity of the Northumbrian Water Pumping Station, Northumbrian Water have agreed to accept the effluent and emergency procedures have been incorporated as outlined above. |
