# Condition Details
1 (1) The development to which the permission relates must be begun not later than: i) The expiration of five years from the date of the grant of outline planning permission, or ii) If later, the expiration of two years from the final approval of the reserved matters or, in the case of approval on different dates, the final approval of the last such matter to be approved. REASON: Required to be imposed pursuant to Section 92 of the Town and Country Planning Act 1990.
2 (2) Approval of the details of the siting, design, and external appearance of the building(s), the means of access thereto and the landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the Local Planning Authority before the expiration of three years from the date of this permission. REASON: To reserve the rights of the Local Planning Authority with regard to these matters.
3 (3) No development shall take place until there has been submitted to, and agreed in writing by the Local Planning Authority, a scheme of landscaping which shall include indications of all existing trees and hedgerows on the land (if any), and details of any to be retained, together with measures for their protection in the course of the development. REASON: To reserve the rights of the Local Planning Authority with regard to these matters
4 (4) All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding season following the occupation of the buildings or the completion of the development, whichever the sooner, and any trees or plants which within a period of five years from the completion of the developmet die, are removed, or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species unless the Local Planning Authority gives written consent to any variation. REASON: To ensure the satisfactory implementation of the approved scheme in the interests of the visual amenities of the locality.
5 (5) The proposed housing shall be developed at an average density of 40 dwellings per hectare. REASON: To ensure a satisfactory form of development.
6 (6) The design of the proposed dwellings shall be of a high quality and accord with the guidance contained in Appendix 9 of the Council's Local Plan. REASON: To ensure a satisfactory form of development.
7 (7) The new retail units and community facilities shall be available for occupation prior to the existing facilities being demolished. REASON: To ensure that such facilities are available for public use at all times.
8 (8) The replacement playing field at Riverdale School shall be provided on a like-for-like basis (in terms of quantity, quality, location and management) and be to the satisfaction of the Local Planning Authority before the site of the existing playing field is developed. REASON: To ensure that a playingfield is available for use at all times.
9 (9) Amenity Open Space and recreational facilities shall be provided within the site in accordance with the standards set out in the Council's Local Plan. REASON: To ensure a satisfactory form of development.
10 (10) Provision shall be made within the site for a proportion of affordable housing in the order of 15% of total private dwellings. The location and phasing of this housing shall be agreed with Local Planning Authority prior to development commencing. REASON: To ensure a satisfactory form of development.
11 (11) Prior to the development commencing details of the proposed cycleways and footpath links shall be submitted to and agreed in writing with Local Planning Authority. REASON: To ensure a satisfactory form of development.
12 (12) (I) The highway works shall be designed in accordance with the Council's design standards for roads serving residential development and; (ii) Be carried out in accordance with the Council's Standard Specification for road, sewer and street lighting works serving private development in order to secure adoption and the details to be submitted to the Director of Technical Services at least one month before development commences. REASON: To ensure a satisfactory form of development.
13 (13) There shall be no discharge of foul or contaminated drainage from the site into either groundwater or any surface waters, whether direct or via soakaways. REASON: To prevent pollution of the water environment.
14 (14) Prior to being discharged into any watercourse, surface water sewer or soakaway system, all surface water drainage from parking areas and hardstandings shall be passed through trapped gullies or an oil interceptor installed in accordance with a scheme previously submitted to and approved in writing by the Local Planning Authority. REASON: To prevent pollution of the water environment.
15 (15) Any facilities for the storage of oils, fuels or chemicals shall be sited on impervious bases and surrounded by impervious bund walls. The volume of the bunded compound should be at least equivalent to the capacity of the tank plus 10%. If there is multiple tankage, the compound should be at least equivalent to the capacity of the largest tank, or the combined capacity of interconnected tanks, plus 10%. All filling points, vents, guages and sight glasses must be located within the bund. The drainage system of the bund shall be sealed with no discharge to any watercourse, land or underground strata. Associated pipework should be located above ground and protected from accidential damage. All filling points and tank overflow pipe outlets should be detailed to discharge downwards onto the bund. REASON: To prevent pollution of the water environment.
16 (16) Prior to the commencement of any works on site, a settlment facility for the removal of suspended solids from the water run-off during construction works shall be provided in accordance with details previous submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be retained throughout the construction period. REASON: To prevent pollution of the water environment.
