# Condition Details
1 (1) The development to which the permission relates must be begun not later than: i) The expiration of five years from the date of the grant of outline planning permission, or ii) If later, the expiration of two years from the final approval of the reserved matters or, in the case of approval on different dates, the final approval of the last such matter to be approved. REASON: Required to be imposed pursuant to Section 92 of the Town and Country Planning Act 1990.
2 (2) Approval of the details of the siting, design, and external appearance of the building(1), the means of access thereto and the landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the Local Planning Authority before the expiration of three years from the date of this permission. REASON: To reserve the rights of the Local Planning Authority with regard to these matters.
3 (3) The works to the adopted highway shall be designed and implemented to the satisfaction of the Local Planning Authority before any of the units hereby approved are brought into use. REASON: To ensure a satisfactory form of development.
4 (4) The retail warehouse units shall be used for the sale of bulky goods and shall not be used for:- i) The sale of food (2) The sale of food (2) The sale of food (other than confectionary: food and drink associated with or ancillary to the main operations) ii) Clothing and shoes, fashion accessories including handbags and luggage, watches and jewellery iii) Pharmaceutical and personal care products, including perfumes, toiletries, spectacles and contact lenses. iv) Toys, books, music, records, video and audio tapes other than anicllary to the main retailing operations. v) China, fancy goods and giftware. REASON: Only the use specified is considered acceptable in this location.
5 (5) Before development commences a site invstigation shall be undertaken and any remediation measures necessary shall be carried out in accordance with a scheme to be agreed with Local Planning Authority. REASON: To ensure a satisfactory form of development.
6 (6) The highway works shall be designed in accordance with the Council's design standards for roads serving industrial development and be carried out in accordance with the Council's standard specification for road, server and street lighting works serving private development in order to secure adoption, and the details to be submitted to the Director of Technical Services at least one month before the commencement of the works. REASON: To ensure a satisfactory form of development.
7 (7) The total gross floorspace of the non-food retail warehouses/showrooms within the whole site shall not exceed 2,323 sq.m (3). REASON: To ensure a satisfactory form of development.
8 (8) No development shall be commenced until a scheme for the disposal of drainage has been submitted to and approved in writing by the Local Planning Authority. Thereafter no part of the development shall be occupied or brought into use until the approved scheme has been fully implemented. The scheme shall be retained throughout the life of the development unless otherwise agreed in writing with the LPA. REASON: To prevent polluation of the water environment.
9 (9) Any facilities for the storage of oils, fuels or checmicals shall be sited on impervious bases and surrounded by impervious bund walls. The volume of the bunded compound should be at least equivalent to the capacity of the tank plus 10%. If there is multiple tankage, the compound should be at least equivalent to the capacity of interconnected tanks, plus 10%. All filling points, vents, gauges and sight glasses must be located within the bund. The drainage system of the bund shall be sealed with no discharge to any watercourse, land or underground strata. Associatd pipework should be located above ground and protected from accidential damage. All filling points and tank overflor pipe outlets should be detailed to discharge downwards into the bund. REASON: To prevent pollution of the water environment.
10 (10) Prior to being discharged into any watercouse, surface water sewer or soakaway system, all surface water drainage from parking areas and hardstandings shall be passed through an oil interceptor installed in accordance with a scheme previously submitted to and approved in writing by the LPA. Roof water shall not pass through the interceptor. REASON: To prevent pollution of the water environment.
11 (11) There shall be no discharge of foul contaminated drainge from the site into either groundwater or any surface waters, whether direct or via soakaways. REASON: To prevent pollution of the water environment.
12 (12) No development approved by this permission shall be commenced until details of the use, handling or storage arrangements of any hazardours substance included in the Schedule to the Planning (4) Regulations 1992 has been submitted to and approved by the Local Planning. Thereafter the use, handling and storage arrangements shall take place at all times in accordance with the approved details. REASON: To prevent pollution of the water environment.
13 (13) Roof drainage of downwater pipes shall at all times be sealed at ground level to prevent the ingress of any contaminated water / run-off. REASON: To prevent pollution of the water environment.
14 (14) Prior to the commencement of any works on site, a settlement facility for the removal of suspended solids from surface water run-off during construction works shall be provided in accordance with details previously submitted to and approved in writing by the LPA. The approved scheme shall be retained throughout the construction period. REASON: To prevent pollution of the water environment.
15 (15) No development approved by this permission shall be commenced until the applicant has undertaken an investigation to assess the impact of the site on the water environment; identify the risk of pollution and specify any remedial measures required; and a report detailing these measures has been submitted to, and approved, by the Local Planning Authority. The development shall then proceed in strict accordance with the measures approved. REASON: To assess the risks to the water enviornment; to prevent pollution of the water environment.
16 (16) No development approved by this permission shall be commenced until a scheme for the provision and implementation of a surface water run-off limitation has been submitted to and approved in writing by of the Local Authority. The scheme shall be implemented in accordance with the approved programme and details. REASON: To prevent the increased risk of flooding.
17 (17) The eastern part of the site, as defined in the Council's Local Plan, shall be used for Class B1 purposes only unless the prior approval of the Lpa has been obtained. REASON: To ensure a satisfactory form of development.
